The following sentence at the end of the above mentioned article sounds strange to me:

"In fact, despite the fact that there are software tools especially for translating code like HTML and XML, many translators do not know how to use them."

QUESTION: What does it mean "translating code like HTML and XML"?
Can you translate code?
